Greetings to all BPW members and legislative advocates!
As expected, the Gov waited until the last minute to do his bloodletting and vetoed en mass legislation with token veto messages or clones of other veto messages. If you choose to gander at the three legislative updates following his stunt on Sunday as he held legislative leadership hostage for water deals that he demanded, you will notice numerous bills that he did bother to sign have direct correlation to names and corporations on his many donor lists. You will also notice that for someone who publicly announced within the last week that he supported health care reform, he vetoed nearly all of the legislation dealing with health care access, gender equity, fee control, or improvements for patients.

For those who helped advocate for the CFBPW officially endorsed legislation, AB98 that was vetoed even after the legislature made all the amendments that the Gov demanded before he had indicated that he would sign it, the veto message is below. Just another instance of making deals and going back on his word. If I sound negative, I apologize, but I am, extremely negative in my opinion of holding legislation hostage and also extorting changes in lieu of promised support, only to demonstrate careless disregard of all the real people that are affected by his heavy handedness and dismissal of the needs of individuals over corporate profit and convenience.

To the Members of the California State Assembly:
I am returning Assembly Bill 98 without my signature.
I have vetoed similar bills twice before. The addition of this mandate must be considered
in the larger context of how it will increase the overall cost of health care. This, like
other mandates, only increases premiums in an environment in which health coverage is
increasingly expensive.
Maternity coverage is offered and available in today’s individual insurance market.
Consumers can choose whether they want to purchase this type of coverage, and the
pricing is reflective of that choice. While the perfect world would allow for all health
conditions to be covered, including maternity, I cannot allow the perfect to become the
enemy of the good. There is a reason the individual insurance market regulated by the
Department of Insurance is growing – consumers are choosing policies they can afford.
Essentially, I am faced with choosing between covering fewer people, but with better
coverage – or allowing more people to buy a policy that offers reduced benefits at a lower
cost. It is not an easy choice. However, because I continue to have serious concerns
about the rising costs of healthcare and believe the potential benefits of a mandate of this
magnitude will translate to fewer individuals being able to afford coverage, I cannot
support this bill.

The governor, who threatened to veto "a lot" of bills if leaders can't strike a water deal, has until midnight to act on the more than 500 bills remaining on his desk.
